In my last blog (22 January) I introduced the Library’s new Talent Management software, TalentLab, and explained that it will initially be used to conduct an online staff skills and knowledge survey within a pilot group in Collections Services. The second phase of the TalentLab project will involve investigating the feasibility of creating an online annual appraisal process that is fully integrated with the Library’s recently reviewed Competency Framework. There is a significant amount of work to do, however, before any online implementation can take place.
The Library’s current annual appraisal process was implemented in April 2007 and it is best practice to review such processes on a fairly regular basis to ensure effectiveness. Also, given the Library’s increasing emphasis on HR practices such as Talent Management, coaching, mentoring and competencies, we must ensure that our annual appraisal process is not allowed to remain static and become segmented.
Furthermore, we are aware that managers are already inundated with paperwork and, in fact, we have received feedback that they feel the extensive form filling associated with the Library’s current performance appraisal process is an additional burden. A key element of the review will therefore be the importance of an annual appraisal process that motivates employees for the purpose of improving organisational performance, rather than generating more paperwork!
Siân Jones, Learning and Development Manager, will project manage the review, which will involve collecting benchmark examples from other organisations and extensive consultation with the Training Forum, managers and unions. Feedback will be sought on the effectiveness and ineffectiveness of the current process and ideas for improvement shared and discussed, including the feasibility of creating an online process in time for the 2012-13 appraisals. Naturally, appropriate training, incorporating coaching techniques, will be provided as necessary in-line with any changes agreed.
