The minutes of the meeting held at Ceredigion Council Offices, Aberaeron, on 27 June 2003

2Minutes of last meeting
The minutes of the last meeting held on 28 March 2003 were confirmed.

3Address by Professor Hywel Roberts, Archives Task Force (ATF)
3.1Archives Policy for Wales
Copies of the policy and the SoA briefing notes had been prepared for the new Assembly members and to Alun Pugh. ME reported that a revised version was available on the Web.

3.2Archival Statistics
ME reported that a draft version was available on the ACW website. Comments were to be sent to EJ by 13 July.
Agreed that John Watts-Williams be asked to translate the report into Welsh.

3.3ELWa
EJ had drafted ACW's response to the e-learning strategy.
Agreed that ACW should respond in general terms because of uncertainty until CyMAL had been established.

4Chair's report
4.1CyMAL Working Party
ME reported that the CyMAL Working Party had met several times and had discussed accommodation, staffing and structure. The final version of a paper on accommodation and staffing had been approved. She had been invited to join the CyMAL Implementation Group along with LT and John Marjoram to oversee the changes and the operational plan, which was to be in place by next April. The Group was to meet monthly until December.

4.2ME reported that the future of CWLIS was uncertain. A consultation paper was to be drawn up.

5Vice Chair's report
5.1Inspiring Learning To All
SE reported that she had attended a meeting Inspiring Learning To All in the Assembly, but that nothing will happen until CyMAL had been established.

5.2Skills Foresight Analysis
Lilian Cameron had offered her services. SE suggested that it might be possible to include this in ACW's strategy document.
SE to provide ME with a copy of the Skills Foresight Analysis

6Secretary's report
6.1GJ reported that an invitation had been received to a seminar entitled Working Together: Communicating Strategies in Action to be held in Cardiff on 29 July.

6.2Subscriptions for 2002-3 were now due.

7ADO's report (circulated to members before the meeting)
7.1WARM strategy
It was agreed
  1. that ME should write to the Treasurer of the Society of Archivists for £500 to publish the strategy
  2. that the draft should be circulated as widely as possible with each repository representative being responsible for promoting the draft locally and to as many national groups/societies as possible
  3. that a list of local and national groups/societies should be circulated so that members could consult or add to

7.2Archive Awareness Month
EJ reported that the NCA was providing Welsh versions of national publicity posters, leaflets and balloons. The cost would be met by the NCA. The NCA will evaluate the month's activities, the effectiveness of the campaign and the press coverage.
It was agreed to spend the £3000 allocated to Wales by the NCA on
  1. a general introductory leaflet on archives in Wales
  2. the launch of ANW

7.3Archival Taskforce Meeting
Resource was pleased with the meeting held at Pencerrig on 19 May.

7.4Pencerrig Meeting, 2 July
EJ reported that Katie Norgrove had pulled out of the meeting two days earlier. She (KN) has promised to try and get an alternative speaker. She has suggested a name and confirmation was expected later today. The remainder of the programme remained unchanged.

7.5Meetings
EJ reported on meetings that she had attended since the last ACW meeting

8CyMAL and ACW
The future of ACW was discussed in relation to establishing CyMAL. ME reported that CyMAL has no advocacy role; this would be the remit of an Advisory Council chaired by the Minister. This was unacceptable.
It was agreed
  1. that ACW should continue to exist since there was a need for a specific archive domain body to respond to CyMAL
  2. to defer discussions about the future relationship between CyMAL and ACW until more information had been released by the Assembly Government
  3. to defer membership issues until the next meeting
  4. that GJ prepare a discussion paper by the next meeting giving options and proposals on the future of ACW

9Any other business
9.1SJ passed on contact details for the recently appointed Information Commissioner for Wales

9.2SJ also announced that the teams responsible for inspecting record repositories in the PRO and HMC were to be amalgamated to form the Record Management Advisory Service.

10Date of next meeting
The next meeting will be held on 14 November at the Glamorgan Record Office, Cardiff.
