Minutes of the meeting held at the National Library of Wales on 22 July 1999.

1Minutes of the last meeting
The minutes of the previous meeting held on 5 February 1999 were confirmed. It was noted that Council had postponed the meeting intended for 16 April 1999.

2Matters arising from the minutes
2.1Archives Network Wales
It was noted that the bid had been sent to HLF and that HLF had acknowledged its receipt. The Mapping Report was expected to be sent in as an appendix to the bid towards the end of summer. It was agreed to remind the partners to contribute additional material for inclusion in an enhanced promotional version of the CD-ROM.

2.2Welsh Archivists' Meeting 1999
The arrangements for the meeting to be held at Gregynog on 25 September were approved.

3Mapping Project
DL presented his progress report to the meeting. ACW would decide how widely the final report should be distributed. Various details were discussed and the timetable for the production of the final report was outlined.

4Consortium of Welsh Library and Information Services (CWLIS)
4.1Reports were given of the two latest meetings of CWLIS. It was mentioned that, with regard to the National Grid for Learning, there was a lack of a Welsh strategy and that there was a real opportunity for archives to fill that vacuum. In counties where the archive service belongs to the same local government department as libraries, it was likely that archivists as well as librarians would benefit from the special training scheme.
4.2Archives would be mentioned in CWLIS's approach to Assembly members and the chairmen of the Subject Committees.
4.3CWLIS had also discussed how it could take a leading role in carrying out `Transforming Wales', the portfolio of business plans drawn up by WIS. It was decided to draw attention to ACW's desire to be involved in the digitisation project, `Virtual Museum of Wales', and agreed that GJ should discuss the matter with Rhidian Griffiths (NLW), who was responsible for compiling CWLIS's response to WIS's portfolio.

5Museums, Libraries, and Archives Commission (MLAC)
GJ had received a letter and a bulky report from Jane Edmonds (Welsh Office) regarding MLAC. Fears were expressed about the uncertainty of the situation. It was noted that a series of seminars had been organised in England to discuss the emerging regional structures there. Nobody knew when the Assembly would be considering the matter from the Welsh standpoint. It was decided to inform Jane Edmonds of the Council's concern and of its wish to be involved in any consultations undertaken by the Assembly.

6Local Government Reorganisation
Concern was expressed that Conwy's request to transfer archives from Gwynedd was in contravention of the Section 60 legislation. It was agreed that the Assembly should be reminded of its responsibility to extract new Section 60 schemes from authorities which alter circumstances. It was decided to raise the matter with Jane Edmonds.

7NCA
A report was given on the most recent meeting of the National Council on Archives. The NCA was reviewing its structure and functions and it was decided that the Council should send its views by letter.

8Objectives for 1999-2000 and future organisation
8.1It was agreed that the objectives for 1999-2000 should be as follows:
8.1.1To progress the Council's plans for the development of ANW subject to receiving the support of HLF
8.1.2To contribute to the proposed strategic study by the National Assembly of the Arts and Culture sector
8.1.3To arrange a meeting of Welsh archivists at Gregynog in conjunction with the Society of Archivists
8.1.4To prepare a final report on the Mapping Project
8.1.5To become involved with relevant projects and initiatives including Wales Information Society projects and initiatives relating to the New Opportunities Fund
8.2A letter from Gordon Reid (Powys) concerning the Council's representation was discussed and it was decided to arrange a special meeting at Llandrindod to discuss the matter further.

9NOF Meeting
It was noted that Gordon Reid would represent ACW at the New Opportunities Fund meeting in Cardiff on 29 July.

10Lifelong Learning
Mention was made of a pre-consultation meeting with NOF concerning Lifelong Learning money to be allocated to Wales.

11Next meeting
